what is a 3 minute safety cycle

The three minute safety cycle keeps the refrigerator off for that period to protect the compressor and electronic parts from being damaged during a a loss of ac power and spikes associated with a blackout. I love it. It works great and I recommend it.

Yes, this device will.cover both outlets of a plate. You want it to.do this as you want that outlet dedicated to.your refrigerator.

does this have a resettable circuit breaker?

Actually the way this works it doesn't need reset when the commercial power fails. To protect appliances it has a built in delay so it doesn't power up your appliance for a few minutes after the electric comes back on. I use it to protect the refrigerator due to the computer network controlling the refrigerator.

Does it protect from both High and Low voltage?

In Colombia, where I am using the surge protector, the voltage peaks are from low to high or high to low. Either way, the protector had done its job.
